碳排放“双控”对石化化工行业的影响与战略建议
Impact and suggestions of the transition from energy dual control to carbon emission dual control on petrochemical and chemical industry
随着我国能耗双控向碳排放双控转变,2024年国务院办公厅印发的《加快构建碳排放双控制度体系工作方案》标志着转型正式启动。2026年政府工作报告首次将碳排放强度作为约束性指标。石化化工行业碳排放量占全国的12%~13%,并将于2027年纳入全国碳市场。系统分析了双控政策转变的内涵与逻辑,梳理碳排放总体形势,剖析其对石化化工行业的影响,并从产业格局、能源体系、科技创新与管理体系四个维度提出战略路径,以助力行业把握转型机遇、实现绿色低碳发展。
The energy management system is undergoing a fundamental shift from dual control of energy consumption to dual control of carbon emissions.In 2024,the General Office of the State Council issued the “Work Plan for Accelerating the Construction of a Dual Control System for Carbon Emissions,”marking the formal commencement of this transition.The 2026 Government Work Report included carbon emission intensity as a binding indicator for the first time.The petrochemical and chemical industry accounts for approximately 12%-13% of national carbon emissions and is scheduled to be included in the national carbon market by 2027.This paper systematically analyzes the policy implications and core logic of the dual control transition,outlines the overall status and trends of carbon emissions in China,delves into the impact of this policy shift on the petrochemical and chemical industry,and proposes strategic response pathways from four dimensions:industrial structure,energy systems,technological innovation,and management frameworks.The findings help the industry seize transformation opportunities and achieve green and low-carbon development.
