摘要

从区域固体废物管理方面来看,京津冀地区的天津和长江经济带地区的上海、江苏、浙江、安徽的一般工业固体废物利用率较高;各区域根据自身情况出台了一系列政策文件,采取了一系列管理措施。然而,各区域存在跨地区协调性弱、资源化利用途径和市场窄、处置能力不匹配、防治监管体系不完善等共性或特性问题。因此,需要各区域根据自身的特点,充分发挥区域优势,采取完善法律法规、进行跨区域资源统筹安排、提升监管能力、推动固体废物综合利用产业发展等措施,为中国的绿色循环低碳发展贡献区域力量。

Abstract

From the perspective of regional solid wastes management,Tianjin municipality in the Beijing-Tianjin-Hebei region,Shanghai municipality,Jiangsu province,Zhejiang province and Anhui province in the Yangtze River Economic Belt realize high utilization rate of general industrial solid wastes.Each region in China has issued a series of policy documents and adopted a series of management measures according to its own situation.However,there are common or characteristic problems in various regions,such as weak cross-regional coordination,narrow resource utilization channels and markets,mismatched disposal capabilities,and imperfect control and supervision systems.Therefore,it is necessary for each region to give full play to regional advantages based on its own characteristics,adopt improved laws and regulations,coordinate cross-regional resource arrangements,improve regulatory capabilities,and promote the development of the solid waste comprehensive utilization industry,so as to contribute to regional power of China's green,circular,and low-carbon development.
