近年来"新"排污许可制度在我国得到了迅速发展，成为我国环境管理领域的热门话题。简要回顾了我国"旧"、"新"排污许可制度的发展历程。石化企业产排污环节多、污染物种类复杂及排放量大，排污许可证申领、执行和监管要求高。通过资料收集及现场调研，详细总结了"新"排污许可制度在石化企业的实际应用情况，同时对"新"排污许可制度的优势及其存在问题进行了总结分析，并提出了相应的对策建议。

In recent years,"new" pollution discharge permit system has been developed rapidly and become a hot topic in the field of environmental management in China.This paper reviews the evolution of "old" and "new" pollutant discharge permit systems in China.Petrochemical companies typically have various pollutant generating and discharging nodes with huge emissions and complicated pollutant categories.Therefore,these companies face strict requirements in permit application,enforcement,and supervision.Through data collection and on-site investigations,the actual application of "new" pollutant discharge permit system in petroleum companies is summed up.Furthermore,the advantages and existing problems of the "new" pollution discharge permit system are summarized,and corresponding suggestions are given.
