摘要

导致全球变暖的温室效应已为人们广泛关注,但对于导致温室效应的温室气体却没有得到非常有效的控制。世界各国陆续加紧了对温室气体的管控和治理,在此基础上碳交易应运而生。现已有20多个国际体系投入试验碳交易,由美国和欧盟率先制定和实施,目前已有较完整的碳交易体系。近年来,我国于7个试点城市展开碳排放交易试点,并取得了较好的碳减排效果,形成了适用于我国的相对完整的碳排放交易制度,对我国建立全国统一碳排放交易市场奠定了基础。未来将逐步向全国推广,以期在全国各个省份起到良好的碳排放量管控效果,以期早日实现我国2030年碳排放量达峰的目标。

Abstract

Greenhouse effect that causes global warming has been widely concerned,but greenhouse gas that causes greenhouse effect has not been controlled very effectively.Carbon trading came into being as countries worldwide have stepped up their control and treatment of greenhouse gases,therefore carbon emission trading came into being.More than 20 international systems have been put into trial carbon trading.The United States and European Union took the lead in developing and implementing carbon trading,and have already formed complete carbon emission system.In recent years,China has carried out carbon emission trading pilot projects in seven pilot cities and achieved good effect in carbon emission reduction,forming a relatively complete carbon emission trading system applicable to China and laying a foundation for the establishment of a national unified carbon emission trading market.In the future,carbon emission trading will be gradually promoted to the whole country,aiming to achieve good carbon emission control effect in all provinces of China,and to achieve the goal of reaching the peak of China's carbon emission by 2030 as soon as possible.
