双控体系"是保障化工企业安全生产的重要手段。构建了"双控体系"模型，总结出如何系统地构建效率高、针对性强的"双控体系"。以天津某化工企业为例，通过收集到的数据并结合企业特点构建安全组织框架，对其进行了危险源及事故类型辨识，建立风险分级管控及隐患排查治理双重预防机制。结果表明，在化工企业中构建"双控体系"可有效预防事故发生，从而保障化工企业的安全生产活动。

Dual control system is one of the important means to ensure the safe production of chemical enterprises.A "dual control system" model is established.The way to build a "dual control system" with high efficiency and strong focus is summarized and described.Taking a chemical enterprise in Tianjin,China as an example,a safe organization framework is built by means of the collected data combining the characteristics of the enterprise.The risk sources and potential accident types are identified for the enterprise.A dual prevention mechanism is built,including the risk classification control and management,and the troubleshooting and treatment of potential hazards.The results show that the construction of "dual control system" in chemical enterprises can prevent accidents effectively,thus ensuring the safe production activities of chemical enterprises.
