日本是最早颁布化学品专项法规的国家，建立了新化学物质审查、风险评估、分级管理、基本信息报告等制度。为了有力支撑化学品管理体系，编制了风险评估技术方法和指南，建立了化学物质风险信息数据库，并通过实施化学物质的环境调查监测计划，形成一套完备的化学品管理技术体系，这些都对我国化学品环境管理具有重要的借鉴意义。

Japan is world's first country to promulgate special regulations on chemicals.It has established a series of management regulations for chemicals,including new chemical substances registration,risk assessment,hierarchical management and basic information reporting.In order to support the management system effectively,the technical methods and guidelines for chemicals risk assessment are compiled,the risk information database for chemical substances is established,and the environmental investigation and monitoring plan for chemical substances are implemented,forming a complete chemical management technical system.All of these have important reference significance for China's environmental management on chemicals.
