通过研究领先国家推动CO₂捕集、利用与封存（CCUS）发展的着力点，提出了全产业链价值化、负碳资产市场化、投建资金多元化、激励措施制度化（简称"四化"）的发展路径。针对我国CCUS产业现状与发展目标之间存在的差距，建议加快建立产业链"链长"工作机制、创新市场化机制实现产业价值、分阶段开展多种业务并拓展融资渠道、明确战略定位并给予财政支持等，以期打开我国CCUS产业化、规模化健康发展新路子。

Through analyzing the leading countries' approaches to promote the development of CO₂ capture, utilization and storage (CCUS) industry, a development path covering "valuing the whole industrial chain, marketizing the carbon negative properties, diversifying the investment and construction funds, and institutionalizing incentive measures" is proposed.In view of the gap between the current situation and development requirements of China's CCUS industry, this study suggests accelerating the establishment of the "industrial chain leadership" working program, innovating the market-oriented mechanism to realize the value of industry, conducting various businesses in successive stages, expanding financing channels, defining the strategic role of CCUS industry and providing financial support, in order to open up a new healthy development path for the industrialization and scaling of China's CCUS.
