摘要
二氧化碳捕集利用与封存(CCUS)是实现净零排放的重要减排措施之一。系统梳理和分析了国内外CCUS产业及关键技术的发展现状和趋势、国内外政策及激励性措施以及典型项目的运作模式等,在此基础上对中国CCUS产业化发展前景进行了展望并提出建议。分析认为,在我国"双碳"背景下,CCUS对于促进化石能源开发和低碳利用、解决我国难减排行业的降碳问题会起到十分重要的作用,具有较好的发展前景,应积极稳妥做好行业发展整体统筹谋划,在关键技术攻关、项目示范等方面加大政策支持力度,稳步培育和推进产业发展。
Abstract
Carbon dioxide capture, utilization and storage (CCUS) is one of the most important emission reduction measures to achieve net zero carbon dioxide emission.The status quo and progress of CCUS key technologies, global policies, incentive measures, and the operation mode of typical projects are systematically reviewed.The development perspectives of industrialization of China's CCUS are expected and some suggestions are proposed.It is believed that under China's "carbon dioxide emission peaking and carbon neutrality" context, CCUS will play an important role in promoting the rational exploration and low-carbon use of fossil energy as well as providing pathways for China's "hard-to-decarbonize" sectors.CCUS exhibits a good development prospect.China is suggested to work actively and prudently towards the comprehensive development of the CCUS industry, enhance the policy support and incentives in the areas of core technologies, project demonstration and source-sink matching research, and steadily facilitate and foster the industry to develop.
