在化工园区封闭化管理、信息化时代的背景下，提出了化工园区封闭化、智慧化建设的总体框架、服务对象及服务范围。以南京江北新材料科技园为例，提出面向3类终端（电脑端、手机端、大屏端）、服务5类用户（园区、企业、运管、机构、公众）的建设方案。通过基础设施与智慧化并行建设或串行建设的方式实现化工园区的封闭化和智慧化，有效提升园区的安全管理水平和效率。

In the context of closed management and information age of chemical industrial park, the overall framework, service objects and service scope of closed and intelligent construction of chemical industrial park are proposed based on the analysis on demand of closed and intelligent construction of chemical industrial park.Combined with the actual case of Jiangbei New Material Technology Park, the construction scheme is proposed for three types of terminals such as computer terminal, mobile terminal and large screen terminal, and five types of user such as the park, enterprises, transportation management, institutions and the public.Through the parallel construction or serial construction of infrastructure and intelligence, the closed and intelligent construction for the park can be achieved to improve effectively the safety management level and efficiency of the park.
