以南京江北新材料科技园为例，从园区周边的内外衔接、内外部交通管理和信息系统的建设等方面对封闭化管理的顶层设计方案进行了研究，实现对人流、车流、物流的有序管理，减少外来因素等对园区企业的生产和建设造成干扰，从而保障整个园区的生产和建设安全有序进行。

Taking Nanjing Jiangbei New Material Technology Park as an example, the top-level design scheme for the closed management of chemical industrial parks is studied from the aspects such as the connection inside and outside the park, internal and external traffic management, and information system construction, so as to realize the orderly management of personnel mobility, vehicle mobility and logistics, and reduce the interference of external factors on the production and construction of enterprises in the park, therefore ensuring the safe and orderly production and construction of the whole park.
