作为资源驱动型产业,现代煤化工产业重大项目建设均以煤炭资源为出发点。中国现代煤化工项目分布呈现"西多东少、北多南少、煤炭产区多消费市场少"的空间分布特征,产能远离消费市场,增加的运输成本一定程度上降低了煤制油气和煤制化工品的竞争优势。为推动现代煤化工产业健康有序发展,需要统筹区域资源供给、环境容量、产业基础等因素,结合全国主体功能区规划以及大型煤炭基地开发,按照生态优先、有序开发、规范发展、总量控制的原则,科学规划我国现代煤化工产业"十四五"布局。

The modern coal chemical industry,a resource-based industry,greatly relies on the coal resources nearby.China's modern coal chemical projects distribute mainly in western and northern regions,and more in the coal production areas and less in the coal consumption areas,which makes the production capacity far away from consumer market,increasing transportation cost thus lowering the competitiveness of coal-to-gas and coal-to-chemical products.In order to promote the healthy and orderly development of China's coal chemical industry,it is necessary to coordinate regional resource supply,environmental capacity,industrial foundation and other factors,and combine with national main functional zone planning and the development of large coal bases,in accordance with ecological priority,orderly development,regular development,and total capacity control,to scientifically project China's modern coal chemical industrial layout in the "14th Five-year Plan" period.
