摘要

交通运输行业由于大量使用化石燃料,其燃烧导致的以CO2为首的各类温室气体排放显著加剧了环境污染。鉴于此,部分国家相继出台了本国的低碳燃料标准或可再生燃料标准,以限制高排放、高污染的传统化石燃料的使用,并促进可再生能源的开发和利用。调研了北美、欧洲地区部分国家的低碳燃料相关标准,对其涵盖范围、实施情况以及要求等内容进行了介绍和比对。我国目前未见有实施的类似标准,提出了标准建立思路,可作为低碳燃料推广和市场规范化的参考。

Abstract

CO2 is one of main greenhouse gases that cause greenhouse effect.Due to the extensive use of fossil fuels in transportation,various greenhouse gas emissions from combustion of fossil fuels have significantly exacerbated environmental pollution.In view of this,some countries have successively issued the standards for low-carbon fuel or renewable fuel to restrain the use of conventional fossil fuels,and promote the development and utilization of renewable energy.This work investigates low carbon fuel-relating standards that have been enacted in regions like North America and Europe,and briefly introduces and compares their coverage,implementation and requirements.At present,there is no similar standards implemented in China.This paper provides some ideas for the establishment of relevant standards,which can be used as a reference for the promotion and market standardization of low-carbon fuels.
