随着国家将发电行业纳入全国碳市场并开展碳交易，化工作为高碳排放行业纳入碳市场也提上日程，化工行业配额分配方法的研究具有重要意义。通过梳理国际及国内试点碳市场的化工行业配额分配方法，结合我国碳市场发展及化工行业排放特点，提出适合我国化工行业的配额分配方法，并对基准线法使用中的问题提出相关建议，为我国化工行业碳排放配额分配方案提供参考。

China has included the power generation industry in the national carbon market to carry out carbon trading.As a high carbon emission industry, China's chemical industry will surely be included in the carbon market.It is of great significance to study the allocation method of carbon emission quota in the chemical industry.Through reviewing worldwide quota allocation methods for the chemical industry in pilot carbon markets and combining with the development of China's carbon market and the emission characteristics of the chemical industry, the quota allocation method suitable for the chemical industry in China is proposed, and relevant suggestions on the problems in the use of the benchmarking method are put forward.This exploration aims to provide reference in designing quota allocation scheme for China's chemical industry.
