摘要

首先对2013—2017年中国石化及化工行业较大及以上事故进行随年份、月份及省份的统计分析,阐述了5年来安全生产的状况及特点;其次从法规文件制定、双重预防机制实施、化工过程安全管理和化工安全人才培养4个层面,梳理了近5年推动安全生产的重大举措;最后提出了今后我国石化及化工行业安全生产的三大改进方向:推进科技兴安、加强国际交流、改善监督管理,为石化及化工行业提供安全生产借鉴。

Abstract

China's petrochemical and chemical industries,with a large production scale,have attracted much public attention due to high risk and many accidents happened.This paper carries out statistics and analysis in terms of years,months and provinces on larger and serious accidents happened in China's petrochemical and chemical industries between 2013 and 2017,and describes the status and characteristics of safe production in these years.From four aspects such as the formulation of regulatory documents,the implementation of dual prevention mechanisms,the safety management of chemical processes and the training of chemical safety talents,it reviews major measures to promote safe production in these five years.Finally,this paper puts forward three major improvement directions for safety production in China's petrochemical and chemical industries in the future,including promoting science and technology in safety production,strengthening international information exchanges,improving supervision and management,which will provide safe production references for petrochemical and chemical industries.
