摘要

在系统理解和解读国家及相关部门发布的二氧化碳排放政策及法律法规、分析其实施后对企业可能形成的影响基础上，探讨并提出相应的对策或方案，为未来产业布局决策和绿色低碳可持续发展提供参考依据。

Abstract

Based on systematically reading and comprehending the policies,laws and regulations issued by China's government and relevant ministries about CO₂ emission,this paper comprehensively analyzes the potential impacts faced by enterprises from the implementation of these regulations,and discusses and proposes relevant measures and solutions,aiming to provide a reference for future industry layout decisions and green & low-carbon sustainable development in China.
