摘要

泄漏检测与修复技术(LDAR)是治理石化化工企业生产装置设备组件无组织泄漏的有效技术,国内正在广泛推广,但目前缺少对LDAR实施效果的评估考核标准。借鉴美国、欧盟、台湾地区泄漏检测管控体系,结合天津市在石化化工装置LDAR评估工作中发现的问题,建议LDAR实施效果核查和评估技术重点应侧重加强检测机构的认证和规范管理、实施VOCs减排量核算、发展环境定量改善情况的审查和评估、推广LDAR技术现场核查、完善LDAR经济惩罚措施等。

Abstract

The Leak Detection and Repair (LDAR) technology is an efficient technology to discover and treat with the unorganized leakages happened at equipment and parts of industrial production facilities in petrochemical and chemical enterprises.China is promoting this technology widely,but lacks evaluation and check standards for the execution efficiency of LDAR at present.In view of the leak detection management and control systems in the United States,the European Union and Taiwan of China,this paper reviews the problems that Tianjin related departments have found in the LDAR evaluation for petrochemical and chemical facilities,and suggests that when checking LDAR implementation effect and evaluating technologies,China shall strengthen certification and regulation management on detection organizations,implement accounting emission reduction of VOCs,develop check and evaluation for the quantitative environmental improvement status,promote spot check on LDAR technology and perfect the economic punitive measures for LDAR.
